On the morning of September 24th
2018, Mr. Dao Cong Thien - Vice Chairman of Khanh Hoa provincial
People's Committee chaired the meeting with the working delegation of
the Asian Development Bank lead by Mr. David Saler - Senior Expert in
Manila - Philippine about CRIEM project preparation.

At
the meeting, Mr. David Saler reported and appreciated the second
mission of the proposed subproject of Khanh Hoa Province under the
project "Building infrastructure to adjust to climate change for ethnic
minorities"(CRIEM); To announce ADB support contents for Khanh Hoa
province; explain the responsibilities of the provincial people’s
committee and the Department of Planning and Investment in the
preparation and implementation of the project; clarify the eligibility
criteria, select and priority of the subproject; confirm the
Government's policy to approve the project proposal, financial and
technical capacity of the province to fully cooperate with the ADB
project preparatory consultants; Agree on the important time of the
project preparation phase.
Speaking
at the meeting, Mr. Dao Cong Thien expressed his happiness at ADB's
interest in supporting the CRIEM project in Khanh Hoa. At the same time,
he agreed with the proposal of the consultative group on two investment
modules on transport and irrigation in order to increase the income of
people in ethnic minority villages. As for Module 3, it is proposed that
the beneficiaries should be expanded to include all people in the
province, including ethnic minority people. Mr. Dao Cong Thien also
committed that Khanh Hoa Province will send qualified staff to cooperate
with ADB's consultant team to study and survey in Khanh Hoa after the
decision of project is approval by the Government of Vietnam.
It
is known that, in June 2018, Khanh Hoa province has proposed 6
sub-projects on transport and irrigation of CRIEM project in the
districts of Khanh Son, Khanh Vinh, Cam Lam. However, through the
review, ADB's second mission delegation and Ethnic Minorities Committee
removed two sub-projects and requested to supply information to complete
the four sub-projects and supplement one sub-project. Total estimated
investment is 24.56 million USD, for 14,409 direct beneficiaries, of
which there are about 8,900 ethnic minority people. Besides funding for
transport and irrigation (modules 1 and 2), ADB also proposes
implementing Module 3 with the following contents: Assessing the climate
change response in the area of minority people (database, capacity of
staff, equipment ...), which identifies the needed activities to
strengthen or enhance the capacity for analysis, warning and respond for
climate change.
