Khanh Hoa Province's Steering Committee for Covid-19 Prevention and Control has just issued instructions for the implementation of phase 2 of the safe Adaptation Plan in the prevention and control of Covid-19 and the restoration of socio-economic development in Khanh Hoa province (from 0:00 on October 16th to the end of November 15th 2021).

Accordingly, for areas under lockdown and medical isolation: Continue to strictly implement medical isolation measures, "stay at home" to prevent and control the epidemic according to Decision No. 3986/QD-BYT dated September 16th 2020 of the Minister of Health and official Dispatch No 1168/CD-BYT of August 7th 2021 of the Ministry of Health on strengthening the implementation of measures to prevent and control the Covid-19 epidemic.
For the remaining areas: When leaving the house, people must strictly follow the 5K principle, in which, it is mandatory to always wear a mask, keep distance, and minimize gathering of people. Install and use the PC-Covid application on smartphone to receive an automatic Covid Card (including Covid Green Card, Covid Yellow Card), and a personal QR code to participate in socio-economic activities in accordance with regulations on prevention and control of the Covid-19 epidemic. In case people do not have smartphones, people under 18 years of age who have not been vaccinated can ask their relatives to declare their health on Bluezone/PC-Covid application to have their personal QR code. This QR code can be printed on paper to use instead of the Covid Card.
For junior schools, high schools, vocational training institutions, and other educational institutions meet the Criteria for assessing the level of safety in the prevention and control of Covid-19 in schools: Teaching and learning directly from October 18, 2021. For kindergarten and primary schools: Direct teaching and learning is allowed from November 1st 2021. Schools, educational and vocational training institutions in the areas that are implementing blockade and medical isolation (red zone, orange zone) or schools, educational and vocational training institutions that have not met the set of criteria for assessment of safety levels: Consider the organization of online teaching and learning. Particularly for the training and testing of driving licenses, training of crew members and drivers of inland waterway vehicles: the Department of Transport shall assume the prime responsibility for, and coordinate with the Department of Labor, War Invalids and Social Affairs, relevant units, actively inspect, evaluate and decide on the form of teaching at training institutions in accordance with the actual situation and relevant regulations, ensuring safe and flexible adaptation, effectively control the Covid-19 epidemic.
Also in phase 2 (from 00 AM on October 16th to the end of November 15th 2021), Khanh Hoa province allows swimming activities; beachgoers are people in the “Green Zone”; not gather more than 5 people/1 group on the beach, beach park; strictly implement 5K content; make sure to keep a distance of 2 meters between two people when communicating; parking, street vendors are not allowed on the beach and along the coastal park route.
Continuing to suspend the operation of bars, pubs, discos, karaoke, music lounges, singing clubs, massages, video games, cinemas. Continue to maintain inter-provincial checkpoints; medical isolation to prevent the Covid-19 epidemic according to regulations. Do not implement green zone protection posts in villages, residential quarters and inter-district checkpoints to ensure clear circulation for people.
Events and activities with a large number of people to serve political tasks are considered, decided and responsible for organize to ensuring to security and prevent Covid 19 by the Provincial People's Committee (for the provincial level) and the chairperson of the District People's Committee (for the district level). In it, note: Only people with Covid Green Card and Covid Yellow Card can participate. Limit the maximum number of participants; the organizer must strictly follow the 5K principle. Social events and activities such as: Conferences, seminars, cultural and arts, physical training and sports, festivals, etc.: Only people with Covid Green Card and Covid Yellow Card can participate. The number of attendees must be limited and strictly implement measures to prevent the Covid-19 epidemic in accordance with the Set of Criteria issued by the Provincial Steering Committee in Decision No. 3380/QD-BCD dated October 8th 2021. The organization of festivals, wedding parties, religious activities, beliefs: Only people with Covid Green Card and Covid Yellow Card can participate. Limit the number of attendees to the maximum (no more than 30 people gather at the same time). The person who presides over the organizes wedding parties, religious and belief activities must notify the commune-level People's Committees for consideration and approval before organizing them; when the organization must strictly comply with regulations on disease prevention and control.
Enterprises, production and business establishments, tourism and commercial services; Railway stations, bus stations, ports, airports, markets, commercial centers, supermarkets, restaurants, shops must meet the safety assessment criteria issued by the Provincial Steering Committee. Particularly for business establishments and shops; providing services and repairing electricity, water, telecommunications, motorbikes and cars; selling groceries, etc., must ensure safety measures for disease prevention and control.
For passenger transport: Strictly comply with Official Letter No. 10104/BCD dated October 9th 2021 of the Steering Committee on temporary guidance on epidemic prevention and control measures for people returning to Khanh Hoa by airplanes; Instruction No. 10162/BCD dated October 12th 2021 of the Provincial Steering Committee on temporary guidance on measures to prevent and control the Covid-19 epidemic in passenger transport activities in Khanh Hoa province.
